BRCA changes to hardcased LiPo rule

The proposal passed with 39 votes for, and 9 votes against, meaning that BRCA sanctioned mini/micro RC events, and BRCA affiliated clubs can now allow the use of softcased LiPo's that offer a watt-hour value of 20wh or less.
